Lawyer pushes for clarity on mothballed Maharashtra casino act

With a huge and rapidly expanding middle class, the potential for casino companies in India knows no limit — apart that is from a lack of a legal framework. Gambling is banned in all but three states but, even then, the situation is not clear cut. High Courts in various states have passed verdicts that appear to offer a glimmer of hope that gambling will one day be permitted, starting with games of skill. For example, the Madras and Andhra Pradesh High Courts have ruled that rummy was legal as it was a game of skill, as opposed to a game of chance.
