Ukraine’s draft gaming law has been approved by the Cabinet of Ministers and will be presented to the Ukrainian parliament for approval, according to a press release from the Ukraine Gaming Association.
However, the draft bill needs improvement, according to the Ukraine Gaming Association. “Despite our efforts, it does not meet international standards and is flawed in key areas. The next stage though is to make sure that those flaws are recognized and changes made to ensure that the gambling industry develops properly, transparently and for the benefit of the three key stakeholders – Consumer, Operator and Government”.
Some of the changes envisioned for the next draft are:
Increased dialogue with the industry
To prepare future laws based on economic drivers with measurable outcomes, such as tourism and jobs
A better balance between licensing and taxes to encourage more industry players, and increasing tax revenue.
The government potentially to adopt the international model of an independent gaming regulator, to avoid risk of corruption.
To dedicate a portion of license fees for education and treatment of problem gambling
